How to apply...
For discretionary grants, applications generally must be signed by the Governor or Chief Executive and may be submitted at any time. Direct payments are provided in accordance with appropriation laws and accompanying reports.
Note: Each program will indicate whether applications are to be submitted to the Federal headquarters, regional or local office, or to a State or local government office.
A grant award is made to each territorial government entity in the specific amounts and for the specific purposes set forth in the annual Department of the Interior and Related Agencies Appropriation Act signed by the President. Payments under the Compacts of Free Association are made in accordance with negotiated terms and procedures.
Note: Grant payments may be made by a letter of credit, advance by Treasury check, or reimbursement by Treasury check.
Awards may be made by the headquarters office directly to the applicant, an agency field office, a regional office,
or by an authorized county office. The assistance may pass through the initial applicant for further distribution by
intermediate level applicants to groups or individuals in the private sector.
